Delivered in-house and assessed by SW Councils
A suite of 3 ILM endorsed programmes that follow the natural developmental activities as Councillors and other Community Leaders become more established and experienced in their role and functions.
We do not deliver training and skills development as part of this programme. We perform the assessment function only. Candidates may acquire new skills through a variety of methods. Some may attend formal learning events arranged by their Council or external organisations, others may develop their skills through a more practical, hands-on approach. When they feel ready, candidates are assessed by us.
To provide recognition of the development of skills, knowledge and experience of Councillors and others involved in community leadership as they become more established and experienced in their role and functions.
The 3 programmes have been endorsed by the Institute of Leadership & Management (ILM) and reflect the following stages:
The Induction stage (Introduction to Community Leadership Award)
Candidates attend their Council’s Induction programme of events and are then assessed by us through a Reflective Review and Professional Discussion Interview. This stage focuses on:
- Responding to Community Needs
- Leading Communities
The Intermediate stage (Community Leadership Practitioner Award)
Candidates develop their skills and knowledge on a specific theme such as housing, health, social care. They may acquire new skills through a variety of methods. Some may attend formal learning events arranged by their Council or external organisations, others may develop their skills through a more practical, hands-on approach. When they feel ready, candidates are assessed by us through the submission of a case-study project. This stage focuses on:
- Assessing & Using Information
- Facilitating Community Services
The Advanced stage (Advanced Community Leadership Award)
Candidates build on their knowledge and experience through taking a leading role in improving a chosen service or activity. They gain experience in leading discussions to agree and implement change and in public speaking. Again, they may enhance these skills through attending learning events arranged by their Council or external organisations or through coaching and carrying out their role. When they feel ready, candidates are assessed by us through observation and the delivery of a presentation. This stage focuses on:
- Managing Meetings
- Professional Presentations
- Improving Community Services
Candidates can work progressively through each stage, or, if they have sufficient experience, can enter the programme at a level appropriate to them.

“I found the course challenging, but rewarding. I was able to analyse the extent to which my own performance could be improved. The questions were searching, but the research required was very stimulating. In all, I found the experience very refreshing, well worthwhile and strangely enjoyable”
